El Paso is the sixth largest city in Texas but has the highest outstanding debt in certificates of obligation. $642,000,000 in CO debt has been authorized since 2012 without voter approval, with $293,000,000 of that authorized since 2019 alone (previous emails below).

The attached table was published in the 2020 Local Government Annual Report of the Texas Bond Review Board, and it shows that El Paso’s per capita CO debt stands at $793 for every man, woman and child, which is $97 more than the per capita CO debt of the five largest Texas cities combined! Of course, this figure does not factor in the lower wages in El Paso.
