The only Democratic leaders present at the 3-2 vote by the County Commissioners Court to post notice to issue up to $400M in certificates of obligation without voter authorization were Emma Acosta, President of the Eastside Democrats, and Dora Oaxaca, former Democratic Party County Chair. Both spoke in favor of issuing certificates of obligation instead of proceeding with a general obligation bond proposition.
But I just received word that the Paso del Norte Tejano Democrats voted overwhelmingly (I believe 18-2, but I cannot yet confirm) to oppose the issuance of certificates of obligation and that they will send the Commissioners Court a position statement shortly.
It is worthy of note that Jesus Olivas, representing the El Paso chapter of the Service Employees International Union (SEIU), spoke against the CO issuance, claiming the resulting increase in property tax will hurt his membership.
As I stated below, Republican leaders and the Chair of the Libertarian Party, Dave Marino, spoke against the CO issuance.
So the conservatives are united and local Democratic groups are divided on this issue.
