The El Paso County Jail is a miserable, disgusting facility with third-world standards. Prisoners are made to suffer whether they are guilty of a crime or not, while detention officers ignore them.
The County Commissioners Court should upgrade the jail and compel the Sheriff’s Office to improve service before they fork over money for Ascarate, the Debt Plaza, or anything else.
