Today Max Grossman, Chief Instigator of the El Paso Taxpayer Revolt, told the County Commissioners Court the Debt Plaza will cost $412 million in 2027 dollars and not $207 million, as Tracy Yellen and the Debt Plaza promoters repeatedly claim.

If you visit the Downtown Debt Plaza Foundation webpage under the “Project Overview” tab, you can download the Debt Plaza Feasibility Study, produced by Stantec at a cost of $1,321,785. On page 25 of “Debt Plaza Feasibility Study Phase I,” you can read the following:

“The projected construction cost to achieve the Deck Plaza, documented in this draft report—beyond costs covered by TxDOT as part of Reimagine I-10, would be roughly $400 million, separate from the reconstruction of I-10.”

Likewise, if you file a public information request with the City of El Paso and ask for the PowerPoint presentation on the Debt Plaza that was drafted by Joaquin Rodriguez of the Capital Improvement Department and privately shown to Mayor Leeser in June 2024, you will see on page 10 that the “Total Project Cost” is about “412 million.”
