According to item 25 on the City Council agenda for November 10:

“The Town of Horizon City has requested the release of approximately 2,295.625 acres of land from the City of El Paso’s extraterritorial jurisdiction (ETJ) so the Town of Horizon City can annex the properties and expand its boundaries. The properties are located south of Eastlake Boulevard and west of Darrington Road in eastern El Paso County. On October 8, 2026, the City Plan Commission recommended approval unanimously (7-0), and the request is now before City Council for consideration and action.[…] The Town of Horizon City has petitioned the City of El Paso for the release of these properties to facilitate their potential annexation and to allow for the expansion of its municipal boundaries.”

But what will the taxpayers of the City of El Paso receive in return?
