They govern El Paso Water and make all the major decisions about local public land and whether and how it gets developed. Their board consists of the Mayor and six members appointed by City Council. You will never see anyone on the PSB hostile to the interests of the Oligarchs!
Josh Acevedo of District 2, the woke progressive who claimed to be the anti-arena champion of the common man and who raged against the big developers and the evil capitalist power structure, nevertheless accepted large campaign contributions from Ted Houghton, Steve Ortega, Woody & Gayle Hunt, and Rick Francis.
Now the Vendido is moving to appoint Edward Escudero, Chair of the Board of El Paso Electric and board member of WestStar Bank and Hunt Companies, to the PSB Selection Committee.
